Governor postpones dozens of WSDOT projects
after passing of I-976

Although a King County Superior Court judge recently put a hold on the implementation of Initiative 976 – the "$30 car tabs" initiative that cut transportation funding for WSDOT, Sound Transit and several local governments – Governor Jay Inslee said his decision to postpone more than 90 specific WSDOT projects remains in place.

"We are taking action today in response to the court order and in consideration of the vote on the initiative," Inslee said last week. "The state will take a fiscally prudent approach by effectively continuing to act as if the initiative is still in place from a state spending perspective." Read more...
L&I finalizes decrease in workers-comp rates for 2020
For the third year in a row, the price of workers-compensation insurance is dropping in Washington. The Department of Labor & Industries (L&I) announced a 0.8% decrease in the average amount employers will pay for the coverage in 2020. For the many construction risk classifications, the proposed rates range from a 17% decrease for Asphalt Paving or Surfacing, NOC, to a 10% increase for Dam Construction. L&I cut rates by 5% in 2019 and 2.5% in 2018.

"Our workers-compensation system is in good shape. Every year, we help tens of thousands of people recover from on-the-job injuries and go back to work," said L&I Director Joel Sacks. "Our programs to help injured workers are making a real difference, and workplace-injury rates in Washington are declining. That’s great for workers and their families and is helping us keep costs down."

Certified payroll requirements begin Jan. 1;
training videos now available

Beginning today, contractors can view training videos to learn how to file certified payroll online and be prepared for the new certified-payroll requirement beginning January 1, 2020. Weekly certified-payroll reports will be required to be filed online with L&I at least once a month for work performed on all public-works projects. This change effects all public-works projects that are in progress as of January 1 and all new ones moving forward. Read more...

WSDOT training in partnering, conflict resolution
WSDOT
, in conjunction with AGC of Washington and RHA, LLC, is offering partnering and conflict-resolution training for WSDOT staff and contractor personnel involved in the administration of construction contracts. Sessions are now scheduled in Wenatchee (Jan. 28) and Kent (Jan. 29 and Jan. 30).
The concept of partnering on construction projects has been around since the early 1990s and embraces the principles of trust and open communications; resolving issues and problems promptly and at the lowest possible level; developing solutions that are agreeable and meet the needs of everyone involved (win-win approach) and more.
