ADVOCACY
Oppose legislation holding GCs liable for unpaid wages/benefits
of specialty contractors on private projects

Please contact your state representatives today and urge them to oppose SHB 1395 -- legislation that requires a general contractor on a private construction project to be liable for the unpaid wages and benefits of all specialty contractors and sub-subs. (You may remember this bill from last year… it’s back!). AGC opposes wage theft, as the industry is in dire need of attracting new people to the industry. However, this bill is the wrong approach. It claims to encourage "self policing" in the industry, but it actually is the opposite – requiring one business to responsible for the bad actions of another, and raising costs to home buyers and commercial building tenants in the process. Take action today!

Protect your right to manage your business
AGC of America reports that The U.S. House of Representatives is expected to vote on the Protecting the Right to Organize (PRO) Act in early February, if not sooner. This bill is currently the single greatest threat against the construction industry. The PRO Act would completely alter the industry by radically rewriting decades of American labor law at the expense of AGC member companies.
The PRO Act is an unprecedented attempt to fundamentally change dozens of well-established labor laws without regard to their detrimental impact on open-shop firms, union contractors, and the economy. Already, this legislation has 218 cosponsors in the U.S. House of Representatives and 40 cosponsors in the U.S. Senate. If enacted, the PRO Act would completely upend decades of work to balance employee and employer rights and restrictions settled in courts, the National Labor Relations Board, and Congress. AGC’s quarterly coordination meeting with federal Department of Defense agencies NAVFAC, Army Corps of Engineers, and Coast Guard will occur next Friday, February 7. If you are a federal contractor interested in attending, please contact Sonja Forster for meeting details.
Seeking nominations: AGC/Sound Transit Best-Practices Committee
The AGC/Sound Transit Best-Practices Committee is seeking nominations to fill a vacant seat. AGC members fill five board-appointed positions whose duties include attending quarterly meetings with key personnel from Sound Transit’s construction and labor-management teams and providing meaningful industry feedback with the goal of continuously improving contracting practice on Sound Transit projects. Certified WMBE firms are encouraged to apply. Interested members should email Sonja Forster for application details and questions.

FTA awards $790M grant for Federal Way light-rail extension
On January 22, 2020, acting Federal Transit administrator K. Jane Williams and Congressman Adam Smith joined Sound Transit representatives and other officials in South King County to mark the award of a $790-million Full Funding Grant Agreement for the Federal Way Link Extension project.
